Every Australian summer plays out the same way. It hits 38 degrees, the ride is only twenty minutes, and half the riders on the road are in shorts and a t-shirt with a helmet.
The reasoning is understandable. Heat is genuinely uncomfortable and heat stress is a real safety issue in its own right. Dehydration and overheating degrade concentration and reaction time.
The problem is that the solution most riders reach for is to remove protection, when the actual solution is to change it.

What heat actually does to a rider
Before the gear question, understand what you are managing.
Riding in extreme heat causes dehydration faster than most riders expect, because airflow evaporates sweat before you notice you are sweating. Symptoms creep in: slower reaction times, poor decision-making, target fixation, headaches. Riders make bad calls when they are cooked, and it happens well before anyone feels like they are in trouble.
So the first rule of summer riding has nothing to do with clothing.

Drink before you ride, not just when you stop. Front-load your hydration.

Stop more often than you would in winter. Every 45 minutes to an hour in serious heat.

The airflow principle
